Carlsbad Man, 20, Booked on Aggravated Dwi and Multiple Misdemeanors

Allegedly... Phillip Finley Rascon, a 20-year-old resident of Carlsbad, was booked into the Doña Ana County Detention Center on Aug. 2, 2026.
